John C. Skinner, Jr. John Skinner was born and raised in Jefferson County, West Virginia. He graduated from Charles Town High School and West Virginia University, where he played football for the Mountaineers. In 1966, he graduated from the West Virginia University College of Law. Mr. Skinner has served as National President of the West Virginia University Alumni Association. Mr. Skinner was admitted to the West Virginia State Bar in 1966 and, like his father before him, served as Prosecuting Attorney of Jefferson County. Mr. Skinner has tried cases throughout the state and argued in front of the West Virginia Supreme Court. He is admitted to the U.S. District Courts, Northern and Southern Districts of West Virginia, and the Fourth Circuit Court of Appeals. He served on the West Virginia State Bar Ethics Committee for many years and is a member of the American Association for Justice, the West Virginia Association for Justice, the National Crime Victim Bar Association, the American Bar Association and the West Virginia State Bar.
